Basically person is wise but he can shed sanity in order to curse the situation. When it is clear that in a small size GDP country government is absolutely of no help to give cash. Poor are expected to work because earlier their children in the previous generation had no profound income. Without work if money is paid it would be inflationary because production would not be meeting the demand. It is not like US where production of consumable is very very high but consumption is low and hence inflation below 2 percent.
